Hi. There are several possible ways to do this. Below is a simple example which you can make as complicated (involved) as you wish.

Maybe something like this:
A bit crude, but maybe a start. Video attached.
Here are two equally crude templates made from tiled clones using the Shift, Scale, Blur & Opacity tabs. Note that the star size and colour can be modified and that the group's centre of rotation is at the vanishing point.
