You have to lock an object so it will not move again.
Go to menu > objects > objects. Here you see all the objects you have. If you click an the small lock, the object will not move. If you want to unlock it, click again on this icon.
You can also work with layers if you have many objects that you want to lock and unlock at the same time. Then you have to place all the objects in one layer and lock that one layer. The layer menu can be found through menu > layer > layers.

You've probably done this already.... but just double checking.... have you turned off ALL snapping options via the menu button? See attached screenshot. (It's possible your snapping toolbar will be in a different place, depending on your setup).
Take a look also in Document Properties (File > Document Properties) There are snapping options there too, though if they are turned off via the snapping toolbar, they shouldn't affect anything, but it's worth checking.

You have 'Q' and 'uiaura' grouped, so those move together, but everything else can be moved as I want and there's no snapping effect happening. I don't see anything obvious in your SVG code (though I'm not an expert on this). Can you try creating a new file and creating the text and rectangles again? Do you still get snapping behaviour in a new document?

Do you flowed text, or have you put text on a path? Is there any Live Path Effect applied, like Mirror Symmetry?
