Sorry in advance if this is the wrong place to ask this question, I don't see a "bugs report" area to this forum. My apologies!

Just to clarify, I'm looking at the "Undo History" within Inkscape when I state that I'm toggling the item visibility. Toggling the item visibility actually happens inside the "Layers and Objects" section within Inkscape. For each layer (or object), there is a padlock and an eyeball function. Clicking the eyeball repeatedly shifts the entire layer (object) slightly.

I'm "a little" obsessive-compulsive, trying to have the multiple layers match up on a project, so when a layer (object) starts drifting as I repeatedly click the eyeball, this slows my productivity a little. Why does the layer move (it moves even if I click the padlock just beside the eye) and can I have Inkscape keep that particular layer (object) still at all?

By the way, I'm using Inkscape on an M1 Mac, running 13.3.1.

1. Describe the version of Inkscape and the installer you used (the file you downloaded from the website: .msi/.exe/.zip/other ). 
2. Describe any special hardware being used, like tablet/stylus or multiple monitors.
3. Describe any helper/assistive programs or keyboard modifiers (macros, languages, etc.).
