I use Inkscape 1.1 (1: 1.1 + 202105261517 + ce6663b3b7) in Gnu/Linux Kde Neon User. When I export with Inkscape an svg file in png or other bitmap format, in a precise measure, with the dimensions of width height also the dpi changes and if you change the dpi the quoted measures change, while using Gimp to import svg the two things are unrelated! why is there this annoying link between dpi and measurements in Inkscape? couldn't you put an option to untie them and make them similar to Gimp? I would finally like to export the SVG in a precise measure, in precise dpi and I would not like the dpi to change the export measures.
I think you misunderstand something here. Only bitmap formats are exported here, where you can specify the size in pixels. SVG is simply "saved as" and works as a container including shapes of specified dimensions and bitmap imagery...The scalability is the beauty of the SVG format.
You can decide the size in pixels (from what I understand) when using "Export Image" (Shift + Ctrl + E), it is divided into "Export area" (which selects the area to export with coordinates) and "Size image "which is the part that interests us, in which we decide the size of the exported file in png or other bitmap (at least in inkscape 1.1), in the attached image I outline it with red, but if I change the width and height (option in blue) automatically also the dpi (option in yellow) change and the opposite is also true; so I can have from the vector a raster image scaled as I want but with always different dpi which is not very nice. In the attached image I also put the Gimp import of the vector, in it not only I can change the dpi or resolution without losing the size of the image in proportion but I can also unlink the height with the width with the chain, it is much better as gimp matters but it is inconvenient that inkscape has no such options!
You´re still mixing 2 things. If you want a certain bitmap image size in pixels and a specific dpi value (which is intended exclusively for display purposes) you can do that by adjusting the Default export resolution and scaling the image in pxunits to its final size.

Go Preferences and type dpi into the search field and go for Export Default export resolution.
