I have just downloaded Inkscape 1.2.2 (windows). I draw a bessel curve. I found I couldn't change the angle of a curve by the handle. I'm very confused.
I did create a Bézier curve, but as the following action figure shows, there is no response to dragging the handle. But the data underneath is changing.

Looks like a Spiro spline - not a Bézier curve and its normal behaviour . Check the option at the tool panel when Bézier tool is active.

Look at Mode: as I guessed you have the Spiro Spline active, second icon from the left.
