Update: 

There were some problems with fonts in the pdf export caused by the Cairo version packaged within the official download before

(documented here: https://gitlab.com/inkscape/inkscape/-/issues/3203).

Since then the issue was fixed by Mc, so if you just happen to download the stabile version from now on, it should all be fine.

I'm looking for the template for the 1.2 competition. I did find this:
 "you can use the template that comes with Inkscape: In the startup dialog, choose 'Other' in the 'Document' tab, and select the 'About Screen' template"
but I don't know how to get the start up dialog. It doesn't appear on startup of Inkscape 1.1. It would be nice to be able to download it here or on the rules page.

File->New from Template is all it takes:

Make a new Template by File->Save Template… maybe?

Those are two different templates, actually. To re-enable the startup dialog, go to Edit > Preferences > User interface > Windows, and make a check at 'show welcome dialog'. Or search for it by searching for 'welcome'.
