I'm new here, but I've used inkscape for several years now and I've never had this problem before. Any file I open in inkscape opens with (no filters) printed after the filename.svg in the top left corner of the page (image attached). And of course, I can't use any filters. It is also removing filters from files saved from a different computer. I have no idea what to do. Any help would be appreciated.

Have you tried access via Menu->Filters->Filter Gallery etc which is still present in your screenshot?
I suspect you have View > Display Mode > (*) No Filters selected, try selecting Normal instead.
