I have a small 4" x 3" photo.. When I scan it , It shows up on a page that is a lot larger than the picture in Inkscape. How do I seperate the photo from the white page.
As I said: Extensions->Raster->Crop - adjust the values that work for you - then hit Apply (image must be selected of course). Then Right-click->Extract image and save.

You can try Extensions->Raster->Crop with these numbers and hit "Apply".
I did as you said . clicked apply now I just have a white blank page.
I used your uploaded PDF. Perhaps open it in GIMP and do the crop there.
