I have a Liyu SC631 plotter and expierenced the return to home cut issue with version 0.92 so I've upgraded to 1.0 but now I have a new more serious issue:
I can now cut basic paths but if I try and cut say a PNG that has been traced (which worked fine with 0.92 other than the RTH cut) regardless of how big the image is my plotter runs all the way to the X end stop and then pretty much rolls through a complete roll of vinyl :o
I'm not sure if this is something I'm doing wrong, some new setting I need to configured on this new version or a new bug?
I don't normally trace PNG images, but now I have finally got Inkscape 1.0 working I have had a go and tried doing a tracing and then cutting it with my Liyu SC631. I don't get the problem you have mentioned. I imported a png image of a square, traced it and then exported the traced path to the plotter using the Export>Plot options. This cut the square correctly and returned the cutter to start position.
I am running Inkscape 1.0 (1.0+r73+1) on an Ubuntu 18.04 system.
I am using a usb port to emulate (if that is the right word) a serial port, and my connection settings are the defaults which for me are: Serial baud rate = 2400, serial byte size = 8 bits, serial stop bits = 1 bit, serial parity = none, serial flow control = none, command language = HPGL. Plotter settings and plot features I have left as default (resolution dpi = 1016.0 etc).
I appreciate the deep frustration that something that did work no longer does (been there, done that!), but I don't know in practical terms what to suggest. I would start looking at the scaling of the drawing as I have a vague recollection of having problems when I first started with setting my drawings to the wrong size, but it sound as though you have already done that.
We are seeing s similar issue "printing" directly to a Roland cutter. We've been using intermediate PDF files exported from Inkscape, to send to the cutter via Adobe Reader with decent results. A bit of a bodge, but gets the job done.
I have now had the same problem with the cutter feeding to the end of the roll - also with the cutter adding in extra points which are not in the drawing, making the pattern cut useless. This occurred when trying to cut some text which I generated in Inkscape, rather than a traced PNG. I have got some more tests to do to try to work out when it happens, as it doesn't seem to happen with simple text. In the meantime I have gone back to Inkscape 0.92.
I don't think it is anything you are doing, I think it is a bug.
