I want to save all my files in a particular folder, say InkFiles on my desktop and also in that folder are numerous design elements that I import frequently in a subfolder. Unfortunately, Inkscape has a mind of its own and I constantly have to select the appropriate paths. Is there any way that I can define a set path for say Save As? There is nothing avail under Ctrl+Shift+D. Ideal would be to select from several SaveAs folders.
Same problem with me (a snap under LInux Ubuntu 22.04). Preferences are fully neglected and Inkscape keeps proposing my home-directory. There also is no SVG-item on the left side in the Save-as-dialog. I quick-and-dirty fixed it by adding a soft link in the home-directory to the directory I really want.

Under Preferences->Input/Output I have checked: Use current directory for "Save As..."
I think it depends on your OS on how convenient you can have it. This is macOS where I can drag every folder into the location list to the left:
