To adjust the kerning between two specific letters I find it easiest to position the text editing cursor between them (double click on the text, then use the arrows to get it to the right place), then use Alt-Left_Arrow and Alt-Right_Arrow to adjust the spacing. The amount of change is dependent on the zoom factor, so zoom in if you want to make very small changes. Note that kerning individual letter pairs is not possible with flowed text.

With the text tool selected, look at the toolbar at the top of the page. There are options to adjust spacing between letters and kerning there.
