Ok. I think we had this already today so it´s kinda Groundhog Day for me.
I´d make a new file and adjust all the settings to my liking - once done go and Save Document as Template and in the next tab give it a name etc yadayada and check "Set as default template". Close and reopen Inkscape and ....?
When I downloaded the new version, question box pops up asking do I want to uninstall the existing installtion, I said yes and then new version proceeds. I therefore thought it removed the old version automatically.
I've since set things how i wanted, saved as default template, closed inkscape, opened inkscape back up and still the page is not centered.
Like my page was set to be 12 x 14 so do you mean, simply go up to 13x15 and then back to 12x14?

even just increment one field up and back, the amount doesn't matter. Just the fact that the page was altered causes Inkscape to re-write that portion of the SVG.
Maaaaan, I'm telling you guys, I've got to just have the worst luck in the world. I tried what @TylerDurden said and what you said @Aero (really thinking this one was going to work) and this is me doing it:
Hmmm...got a better result that time, still a little off on the zoom (just a little) but it's way better than being zoomed in the top left corner of the page at the bottom right corner of the interface lol

Are you sure sure you made it a new default template? Otherwise I guess you can go Preferences->Reset Preferences and restart Inkscape.

You didn´t restart Inkscape and you don´t deinstall everything from the former version.

It looks to be a bug.
I replicated the issue Inkscape 1.1 (c68e22c387, 2021-05-23).
Inkscape is not writing viewport zoom and position to the output SVG as it should, unless the page size is touched in the Document Properties.
Workaround:
Chime back and let us know.

You could just delete your old default user template and start over.
Or you could edit it and keep it simple.

After deleting the template, remember to close your open document like you did in your previous video.

I noticed your view is set to custom. It works best when set to default.

Changing the page needs to be done in the Document Properties panel. The video shows the page being set in the PNG export.
