In Inkscape 1.4 on pop os! 22.04 when i set up a link and export a pdf the link does not work. I right click, set the href (tried both a relative #page=<page_num> and an absolute, https://bbc.com) and clicking onthe object in the resulting pdf does nothing.
What am I missing? Ideally I want to create a clickable pdf to mock up a UI.

This is a known bug that will be fixed in 1.4.1:

In the meantime, you can use downgrade to 1.3 or download the Appimage with the fix for 1.4 (see my instructions in the comment below):

I tried the appImage, but when I exported the file, I got a message that file couldn't be saved (system: Fedora Silverblue 41).
Do you happen to know where I can a Flatpak of version 1.3.2 of Inkscape? Searched for it, but couldn't find it.
Do you happen to know another workaround to make the links keep working?
I downgraded Inkscape to version 1.3.2 with following command:
sudo flatpak update --commit=51bcc03490f02d12986e168f44782199b822dcade5a1e0e01d547dae47c0b314 org.inkscape.Inkscape
When I now export the document to PDF the links keeps working! Hopefully I don't encounter any other issues.
