If the Expand function is just a way to create a series of colour swatches from a gradient, here are a couple of alternative approaches to the one TD demonstrated:
Interpolate the start and end colours
1) Create two rectangular swatches, one at each end of the gradient.
2) Use the colour picker to set one to the gradient's start colour, one to the end colour.
3) Select both objects.
4) Use Path > Object to Path.
5) Use Extensions > Generate from Path > Interpolate
Perform a bitmap trace
(Note that this method is quick, but can give different sized swatches that may not be as linear a representation of the gradient as you want)
1) Select the rectangle with the gradient.
2) Edit > Make a Bitmap Copy
3) (with the bitmap image still selected) Path > Trace Bitmap. Select 'Colours' and set 'Scans' to the number of swatches you need.

Thanks to anyone who has insight on this feature.
Not a one-click menu feature like Ai, but the resulting objects have flat colors averaged from the gradient.
