Several years ago, I created a new company logo (SVG file) using Inkscape 0.92.4 (Win64, Windows10). I have probably modified this SVG file using progressively newer versions of Inkscape, though, but I don't have version history.
I update Inkscape whenever I run it... and presently, I am using the latest version 1.3 (Win64, Windows10) -- But when I open this SVG file and "select all", the program hard crashes (no message -- the main window just disappears).
I duplicated the setup on another computer (Windows10, Win64, running version 1.3), but the same thing happens. Both computers have plenty of resources (64GB and 128GB ram respectively, both have several free TB disk space).
Both computers were rebooted to no positive effect. Running Inkscape as "administrator" also had no positive effect.
When I uninstalled v1.3 and re-installed the oldest version at my disposal, v0.92.4 -- I am able to open, "select all", and generally manipulate the graphic again.
Did older versions of Inkscape create SVG files that are incompatible with the newest Inkscape? Anyone else run into this problem? I've attached the .SVG file in question.
Inkscape 1.2.2 and 1.3 stop work if select this file for open. All other Inkscape 0.48.5 file can open. When upload file in Inkscape web sit also no show preview for SVG file. I upload PNG preview export from Inkscape 0.48.5.

Open the svg file with a text editor and delete all lines starting with inkscape:path-effect= then save. Open with Inkscape and [File > Clean Up Document]. One or maybe more of the path effects is causing the problem. If you have the patience, delete them one by one to identify the culprits.
Hello: with some copy and paste have created this edited version (attached) the cable loop element appeared to be the problem and requires some re-editing in this edit copy. Hope this is of some help.
@VeTuDo: Not quite the same problem. On my system (MacOS 13.5 & Inkcape 1.3), the File Open dialog freezes when I try to open your file. I moved the file out of the active folder to another folder then [File > Open...] [Enable preview: No]. With preview disabled I navigated to the new location and successfully opened the file.
It's possible to create svg files that are poisonous to Inkscape and this is one of them. Thankfully this is rare. Bad fonts are usually to blame, in my experience. I deleted all font attributes from your file but the problem persisted.
Next I removed all filters from your drawing [Edit > Select All] [Filters > Remove Filters] [File > Clean Up Document] [File > Save] and the preview window works again. There's a bad filter or maybe several bad filters in your drawing. Finding the culprits is a tedious bisection process. Delete half the shapes. Save and test. If the problem remains, delete half the remaining shapes. Repeat until you isolate the poisonous filters.
Please submit a bug report when you track down the problematic filters.

Same problem but use Mac OS X 10.13.6. File here create use Inkscape 0.48.5 and Mac OS X 10.7.5:

File > Save a Copy..., Save as type Plain SVG

The file does not crash on 1.3 in Linux mint 21.
However, examination of the file shows the group g21466 is a mile wide due to the filter: url(#filter21442-8).
This was easy to detect by first using the Zoom to Drawing button (4 key), then holding the TAB key to scroll through the document's objects.
