I have finally bitten the bullet and bought a new PC with Windows 11 and have loaded Inkscape 1.3.2. However, I can't get the Export/Plot function to work with my Liyu SC631 vinyl cutter.
I know the cutter physically works as if I use EasyCut then it behaves as it should. However, this adds extra stages to my workflow, so it would be better if I could get Export/Plot to work.
What happens when I try to use Export/Plot in Inkscape is that new small windows appears, doesn't show any text or other content, and then goes again, without the cutter producing anything.
In the Plot dialogue box I have the serial port set to COM. If I run "mode" using the command line COM1 comes up as being valid. The cutter is plugged in with a USB cable to the same USB port on the PC as works with EasyCut.
I have the disk that came with the plotter, but it is very old now - it dates back to Windows XP days.
Any thoughts on how I can get Export/Plot to work?
As I explained above I am not interested in workarounds using alternative tools as I already have an option to do that, but I would like to be able to cut directly from Inkscape.

The bug report was about a case where the export/plot option was not available, but my problem is rather different - the export/plot option is available and brings up the settings screen as you would expect, but when the "apply" button is clicked the cutter does not start. Something seems to happen, as a small window appears for a time, but the cutter does not start to cut.
I had already come across your description of how you overcame your problems, but sadly I don't think it helps either. I am selecting serial port in Inkscape when I try to plot and this works fine with EasyCut, but not when I try to export from Inkscape. I have successfully cut something with EasyCut, left the cutter on and connected to the same USB port and then tried Inkscape, only for Inkscape to fail to work.
Have you translate page 33. Wich COM port have you set in Inkscape → extension → export → plott → contact with plotter. Is it a real USB-port in your plotter or is it a COM-port?
Is it port COM1, COM2 … COM9 or USB3, USB9 or??? Both are serial ports.
What does the device manager → other devices tell you from WIN 11?
Lock at page 32. All this one in the picture have to be ok. If one is wrong the plotter does not work.
You have to try step by step to find out the problem. I need a lot of hours to find the right settings.
In case it helps anyone else with a Liyu SC631 this is what worked for me - these are the values in the Connection Settings tab of the Export/Plot function:
Port type: Serial
Serial Port: COM4
Baud rate: 2400
Byte size: 8 bits
Stop bits: 1 Bit
Serial Parity: None
Serial Flow control: None
Command Language: HPGL.
Hopefully this will help others with the same issue as I had.

I did not know this plotter and no WIN 11, but I use a Vevor and Refine Vinyl Plotter with WIN 10. I wrote about it here https://inkscape.org/de/forums/cutplot/unable-to-use-export-plot-successfully-on-plotter/#c71135. Sorry, it is in German. Perhaps it helps.
Does Inkscape 1.3.2 work with a plotter, 1.3 has a bug see https://inkscape.org/de/forums/cutplot/vinyl-plotter-with-inkscape-13/ .
