What i want is a permanent layout of dialogs in side panel. No collapsing after hidding the panel.

It seems to me, looking at your gif image, that you are trying to use fill and stroke panels at the same time. Is this what you are trying to do?

Try if the settings for saving layout work for you:

    Edit > Preferences > Interface > Windows

(they might not work properly, I think that's a known bug)

    Welcome to the forum!

As far as the tooltip info indicates, Edit > Preferences > Interface > Windows > Saving Dialog Status, means that whatever dialogs were open when you closed Inkscape last, will be open the next time you open it.  They might even be in the same position as when you last closed Inkscape.

I think I know what you're asking.  I have a video I made for someone, showing how it works.  Unfortunately, this forum does not embed mp4 videos.  So I can only attach it, and you would have to download it, and play it on your computer.  (sorry, I won't use youtube)

When you watch it, look for a dashed line rectangle while the mouse is moving through the top bar of the dialog.  If the rectangle is longer than wide, and stuck on the left side of the docking area, you'll have only one dialog open at a time.  And they'll be stacked at the bottom of the dock.  When the mouse gets to the middle of the top bar, the rectangle becomes more wide than long.  Stop dragging there, and that will mean that will mean that all the dialogs are open at the same time, and you'll have to scroll through the docking area to see them.

Note that they won't be necessarily in the same order permanently.  If you ever use the feature that sort of minimizes them within the docking area (the manual calls it "iconify") when you restore them to the dock, they might not be in the same order.  As far as I can tell, that behavior seems to be entirely random.  I have not found any way to restore them into the same order they were in originally.

Rats, I don't have enough space.  Ok, here's a link to the video, which is hosted in one of the old forums. Fyi, for those who have searched out this topic, that link will go dead the end of Jan 2020.
