Beginners' Questions Help With Measuring

I have 2 questions about measuring a portion of a design.

First, often when I start to try to measure an element of a project, one of the measuring anchors is far out of my field (possibly from an earlier measurement) and I have to decrease the magnification to where I can find the other anchor, move it close to the first and then remagnify to complete my measurement.  Is there an easier way to bring the anchor that is out of my screen field closer?

Second, I often want to measure at a specific angle, usually 90 or 180 degrees, but not always.  Is there a way to "nudge" the anchor rather than trying to back and forth with my mouse to hit the wanted angle?

    Thanks

re #1, I just drag on the screen, no need to move from the previous location.

re #2, guides can be added to the workspace and used with the measure tool. http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Snapping.html#Snapping-Guide

So what rule of clicks. double clicks or where to click am I missing.  Attached is a video of what happens when I try to do a new measurement after I have done a previous measurement.

OK, I got it now.  You click, hold the mouse button down and move the cursor.
