I recently got a new computer so I installed the latest version of Inkscape and couldn't find the Zoom icon. Apparently it's been moved lower down on the side bar and with my Monitor/Resolution it's not visible. I found the last version that has it higher on the totem pole and since I'm a very basic user having an older version is no issue, but I was wondering if the icons can be rearranged?

You can rearrange them by copying and editing a config file - there's no UI for doing it at the moment. See this topic for the details:
