With the path selected, the Path effects dialog has a + button to add effects to that path, it will open a window or menu to select the desired effect.

I'm trying to get this effect in Inkscape as per link:

Create a clone of your text then apply the Envelope Deformation live path effect.

OK- I tried to follow the above, but when I go into Path>Path Effects... the dialog is empty and doesn't show Envelope deformation in the list.

Got it! First time I tried it wouldn't add new effects, this time it did :)
