As said in the title, this happened to me when I tried uniformly scale in object by pressing CTRL + dragging the anchor point using my Wacom (Intuos 3) pen tablet. So I have to use my mouse instead...
Does this also happens to any of you?
PS: This is my very first post here. So, pardon in advance for being ignorance. Thank you.
I'm experiencing similar behavior: modified clicks (shift + click, ctrl + click, etc.) don't work with the tablet. No difference between using the hotkeys on the tablet or the main keyboard. It doesn't appear to be a bug in the tablet, as other programs appear to behave as expected (e.g., testing multi-selection in windows explorer). As @Clivere said, this presents a pretty major impediment to working in Inkscape with the drawing tablet.
Looking into the bug reports more closely, it looks like this error is reported in #5946, and potentially other tickets. Looks like a fix has been made available in 1.2.x releases (not yet stable), and that the 1.0.2 release series doesn't reproduce this bug. I'll try installing 1.0.2 for now.
I've been finding that disabling "Use Windows Ink" under Calibrate (Why?!??!!!) in Wacom Tablet Properties ==> Pro Pen 2 ==> [Application Name (you will need to add inkscape if you don't already have it there)] usually resolves my issues like this in any program where it is happening, including Inkscape (I'm currently using 1.1.1). Give it a try, and let us know how it goes...
P.s. I'd add a screenshot, but this is my first post, and I'm not sure how yet.

Sorry for double post... I just don't think that I need to create another topic for following matter.
It seems that the SHIFT, CTRL, and ALT is not working with my Pen at all. For example:
Please tell me if this is happen to everyone or is it just in my end. Thank you very much in advance.
I'd also open an account at GitLab and search the tablet bug reports there.
