Even with 1.2.1, I was unable to do it ....😳, no scroll zone on my touchpad (AFAIK...).
Hopefully I learned some minutes ago that a scroll can be made on my computer by swiping with two fingers together, and this works with the tool box. Nevertheless I think that a method (clic and drag on touchpad) that works with canvas sliders should also work with the toolbox !

I must be missing something obvious but I don't know how to scroll the toolbox with a touchpad (when using inkscape in a little window)...

1.2.1 will scroll with the "scroll zone" on my laptop touchpad, can't speak to the dev build.
