I don't know if this meets your needs, but the easiest way is to create a clone [alt+d] and then rotate the clone through 90 degrees [ctrl+[]. Manipulating the parent shape updates the perpendicular clone.
I was wondering if rotations centers could be set independantly, but it seems that when orginal is rotated, its clones undergoes a rotation relative to original's rotation center and not to it's own rotation center.
