In the prefilled template text was a notice at the very top, from memory: "This tracker is for staff-confirmed issues only please report bugs using the form at inkscape.org".
So I log out of GitLab, go to the website → Contribute → Report Bugs → inkscape.org/report which leads me to GitLab again.
So I log into GitLab again, create a New Issue again and this time the notice at the top is gone 😳???
Issues can be submitted in various places... this page is the "inbox" for issues, which will be reviewed by developers then moved the the bona-fide issues category. It is a subtle difference in the appearance of both pages, so some confusion can be expected.
