I know this is bit is an old one but the blur via the layers palette is pretty useless to me (most?) as it's a percentage so you can't realistically apply equal blurs to different size objects. I don't suppose that's a behaviour that you are likely to change?
So instead you have to use the Filters>Blurs>Blur... dialog where you have to enter both horizontal and vertical blur values each time. I'd imagine most would usually apply equal blurs, different ones rarely so it would be better if it worked like Document Properties where the width and height values are linked so you only have to type one value although it should be the default unlike the Doc Props page where you have to click on the link icon to link them.
edit: have noticed that the filter editor has the link option, should be in the dialog too.
