I probably can't help much. But I guess if the pen/tablet has it's own settings, I would look at those, as well as any Windows settings that are relevant.
Is Inkscape installed separately for each user? Or has it been installed once for all users? I don't know if it matters, but just wondering if it might.
Would you expect both prefs files are identical? I mean, if Inkscape is newly installed, and no one has made any changes (except for installing the tablets), maybe comparing the prefs file would give a clue?
Hopefully a developer will be along soon. I've always been curious how Inkscape works with more than one user account.
The programme is shared between profiles C:\Program Files\Inkscape but the preferences file is distinct to each profile c:\users\[profile name]\AppData\Roaming\inkscape\preferences.xml
Can't see anything obvious in the preferences files - as said deleted both
The wacom is set to 'use windows ink' in both cases. As far as I can tell windows pen and ink is set up the same on each profile
NB I also use Painttool SAI on the defective profile and pressure setttings work ok so not sure it is an issue outside inkscape
Can't think what else to try.-any other suggestions very welcome
Since there has not been any input here from anyone else....to me....it seems like this should be sent to developers, via bug report. It seems to me like it should be investigated. As long as you are willing to help with any questions or troubleshooting which developers might need?

If you feel hesitant, I could start the report for you. But in this case, you would be the one who can test and answer questions, which I would not be able to do. And you seem quite capable already 🙂

I have this working on one Windows 10 profile but not another. Neither are admin accounts.
To test I deleted preferences.xml from each profile (get location from preferences - system)
Then in inkscape 0.92.4:
Preferences - input/output - input devices - tick both 'use pressure-sensitive tablet' and 'switch tool based on tablet device' Restart inkscape
Open Edit - input devices (need to set each devices mode to screen) and save to update preferences.xml
On one windows profile I have three WACOM devices but on the other profile I have just 'Core Pointer'
In both cases I always started Inkscape using the wacom pen (otherwise it doesn't register the WACOM devices)
Could this be an issue with windows pen and ink settings?
