An easier way to add filters to the list of filters - Beginners' Questions

Is there an easier way to add filters to the list of filters? I've been trying to install filters by placing it in the share folder. I tried granting full access to the folder, but it won't let me. Is there a way to fix this by choosing a different folder? I cannot grant full access "\ProgramFilesX64\Inkscape\share". The Inkscape App won't let me change the location in the settings.

Place svg file(s) containing filter(s) in a folder named filters in your preferences folder.
After restarting Inkscape a submenu named Personal is found in the filters menu.
C:\Users\micha\AppData\Roaming\inkscape\filters
or
%appdata%\inkscape\filters
