Not sure what you´re after - clipping path can have fill+stroke but clipping will established at the center of the path no matter what. If you´re going to use color values for blending you need to use "Masking" instead.
I want to use it for a technical drawing. Parts have to be enlarged in separate circles like under a magnifying glass. And in order to distinguish this part from the rest of the drawing the should be a stroke in a different color.
Yes, your example is the result i am trying to achieve. For this i want to add a stroke to the clipping path ... And this does not seem to be possible without another circle lying above the clipped part of the drawing, right?

You just have to make sure to duplicate everything for the clipping path and the clipping path as well perhaps:

Yes - as I said "Duplicate everything including the clipping path". Same valid for Masking.
