Beginners' Questions Layer can't be move further

    I'm making vector art using old tutorial from inkscape 0.92. I'm making eyes but the lines goes overlapping each other. In the tutorial ctrl+shift+PgDn(home)/PgUp(end) command would fix the problem, but in my case this does not happen and I get message in down corner (translated): "layer can't be moved" or some like that.

    In the vector work and in the test that I made shows that the all ellipses are connected and I can't separate them.

     Not sure what is happening, but realize in vector graphics objects can be in front of or behind other objects on the same layer.  You can do everyting with one layer.  In raster graphics, normally this can't happen.  Ctrl with page up or page down switches the layer your working in, up or down.  A plain page up or down moves an object up or down on or inside that layer.  You have to be working in that layer.  If your not working in the layer some things can't happen until you move to that layer.  Shift with page up or page down moves the selected object to a higher or lower layer, but the layer has to exist.  Shift and Ctrl and page up or down raises or lowers the whole layer.

    I find the Objects dialog more helpful than the Layers dialog to figure out what is going on and you can drag and drop from there.  Maybe if you post your svg file it will help to aid.
