Afaik you need a duplicate above to keep the strokes as the object turns into an invisible clipping path. You can use the Clipping Path feature as Clipping group will maintainΒ strokes.
I do not master filters but I'm quite sure you can modify your filter in order to keep the blur within limits or the original path (you can take a look at the very interesting issues of full circle magazine dedicated to inkscape filters).
how do I make a contour? why doesn't it work after "set clip"?
Why not make the part you want to clip a Pattern fill instead?
I applied a filter to a group of objects. it needs to be trimmed. since I am studying this function.
