I am not familar with Inkscape (or Gimp or anything else). But I am aware of the basic concepts how software like this works (masks, levels, etc).

My problem as a beginner is to find the correct way how to solve a problem and then use the right tools in Inkscape. Often there are several ways I think.

    Example:

I have a colored clipart. I want a rectangle area in that picture being grey-colored to highlight the other (colored) parts of the picture? How?

I would do two levels. The lower one grey. But I need a "hole" in the upper level. Kind of that...

Keep in mind, Inkscape is a Vector Graphics program.  There aren't pixels in vector graphics, there are paths.  Raster Graphics uses pixels.  With that in mind is your clipart raster or vector?  If it is raster, Inkscape is limited in what it is good for. If it is vector clipart, Inkscape is what you want.  Inkscpae has some raster abilities, but it is not a Raster Editor.
