I am new to inkscape, and I am so happy that I found such a powerful open source tool.☺
Recently, I came across some incrediable detailed scientific illustration, and I was wondering if how inkscape made this possible.

SVG as well as being a vector format, can also contain embedded bitmap images in png or jpeg format.
The svg you have attached is an svg acting as a container for an embedded bitmap image.
That image could have been generated in any software on any platform - such as in a browser using javascript.
It could also have been generated by an Inkscape extension written in python. Impossible to tell.
However it would require code to generate unless you want to do it manually.
I have attached a video showing a similar ( but much simpler example ) running in Inkscape - a python extension.
Hi. In your image I see a series of ray like objects made in an elliptical shape snd elongated. My ideas are not from a plot nor from a graph. I think the steps below may help you form portions you may want. See the graphics below.
