Whilst i am on here i have a couple of other questions-
Firstly, how can i lock the tool palet with transform, layers, etc to stay at a size i want.
In my old version, i set it and whenever i opend the package it was the same, now every time i open up it is way too big and i have to drag it sideways.
The other is the scale comand, can it be set so that scale proportionaly is the default setting?

Use the padlock icon in the select tool control bar.
Unfortunately, I have no solution for locking tool palettes.

Your screenshots show the Text tool is active so you're seeing the text tool control bar. Here you set font size, text alignment, line spacing, etc.
The "arrow" icon at the top left, or keyboard shortcut [s], opens the Select tool. Then you should see the select tool control bar.
