You can't do this because the stroke (or more correctly the path) is the object border, but Here's something that might work for you. Open the Fill and Stroke dialog [shift+ctrl+f] and go to the [Stroke style] tab. There are several options for [Order: xxxx] where you can choose to place fill above stroke or stroke above fill.
Stroke is a paint property applied to the geometry as per the SVG specification, which currently does not support position inside/outside center. Position is under consideration.
