Click-drag from the ruler to create a guide. Double-click the guide to open a dialog and enter numerical coordinates and units. No extension required. This is a "basic function".

It's impossible to quickly create customized guide lines just by inputing the number and selecting the unit.
There are some extensions that provide such function, however, after updating to the latest version of Inkscape, the extensions no longer works.
This should be a basic function.

From the built in extension:
@Polygon Thank you very much.
I downloaded this extension before. It might be an older version which can not work well under ink 1.1.1
I just download the latest from https://gitlab.com/Moini/inkscape-guide-tools
It works without errors.
Thanks.
