[Extensions > Render > Grids > Grid...] [Grid] to draw a grid measured in pixels, not cm as requested.
Inkscape's default pixel density is 96 ppi (pixels per inch).
(96 ppi)/(2.54 cm/in) = 37.7953 pixels per cm
For a 1 cm square grid, set the horizontal and vertical spacing to 37.8 pixels. The Grid extension only allows one decimal place so there will be a small round-off error.
