Just checking to see if this is an inscape issue, as I have a lot of funky layers. I wanted to open what I had in Gimp to make a few alterations, but could not. Can someone see if they can open this file in Gimp? If you can, could you send me a screen shot, if you cant, please let me know. If you know what I did wrong, PLEASE tell me.

It took a few minutes, even after I cleaned the document (removed 799 unused defs).
It seems to open okay in Gimp 2.10 on Windows 10 Pro, just takes about 2-3 min on an i7-8700.
That chip has a passmark score of 13000+ so it might less or more depending on your cpu.
