well i am currently divin int o the Inkscape-program - 

well for the first (the very first ) project i am planing to do some circles - like shown below. 

how to achive this this in inkscape-  whats the best method - the best and apropriate way to do so?!

I'd step through the Tutorials in Inkscape's Help menu. They are fast and easy, and cover most of the basics.
