I'm trying to understand how the measurement works.
I draw a square path with 10 cm x 10 cm dimension.
If I try to measure the perimeter it gives me a 39,83 or 39,99 cm instead of 40, when I measure the area it gives me 99,92 cm2 or 100.12cm, depending on how I set the scale factor (1,003 the first case or 1,004 in the second). And you cannot set to get it right say 1,0035
Are you talking about Extensions > Visualize Path > Measure path… or about another tool? What version of Inkscape are you using (Help > About Inkscape)?
Ensure bounding boxes are set to geometric (inkscape > preferences > tools) or stroke width interfers with measurements (and following, perimeters and areas).
