You can try Path->Trace Bitmap with the default setting if you´re going for a more grungy style and will get instantly black color filled shapes. If you want it more clean+stylized I´d use the Bézier-tool and draw it manually upon your blueprint and the ellipse-tool for the circle of course. But it makes no sense to hope for the one-click bliss instead of learning some basics in SVG drawing. Aside from whatever you try it´d help to have more pronounced black strokes in your drawing on paper.

i want to print my logo on a t-shirt. (see attachment)
The logo is very fine line and I draw it with my hand on a piece of paper. Afterwards I scanned it and put it into Inkscape.
Now I want cut it out and fill it black, so I can make a screen print. But I Don't know how.
What is the best way to do this? - Maybe you yes can help me out.
