When I set Preferences -> Output -> SVG output -> path data
to 'Absolute', some data are still saved with relative coordinates.
Is this bug?

If you draw new paths, they will have the relative/absolute setting you have selected in preferences.
Existing paths have to be 'nudged' to cause the path string 'd' to update.
If you use Edit>Select All in All Layers
The tap the left arrow key then the right arrow key.

I have understood that existing data must be updated of all the path, if not, existing path
are still saved with original manner despite of preferences.
