This simple icon, the file was first created by using the File --> New from template --> Icon (set size 64x64 px). Assuming tht an uncommon way of creating new files.
However - there is something about this svg file that force every png export (Shift+Ctrl+E) to become non-transparent. It seems to me that it doesn't matter what settings I use in the export dialog.
In short : When exported to PNG, the exported image is supposed to have transparent background, but the background just get simply white opaque instead.
The workaround for me was to just create a new blank file in Inkscape, set the canvas to 64x64px, then import this file. After that, I'm able to export as a proper png file with transparent background.
I've tested it on both Windows 10 and Fedora 33 Mate, the behavior is the same on both OS. ANd I also tested on 0.92.4 (portableapps) in Windows 10 and it's the same there too.
