Is there a way in Inkscape to turn a real photo into an illustration (see example)? I have played with filters, Bitmaps, watched YouTube tutorials, etc. I just can't get see too get my desired result, which I the style in my example. Any help is appreciated.
Your example looks like a pixelart/raster image even containing the artist's signature.
Pixelart has its style based on technical limitations. Usinga strict colour palette with limited colours and a general uniformity regarding details.
For example, the flashes and highlights have the same 1 px wide line.
That kind of clarity cannot be achieved automagically as of yet. Ai may take over the process in some years, but currently it cannot comprehend what is what and how an illustration is structured.
This case, turning the photograph to a 4bit colour raster image, using a 16 colour palette is a good start.
Then, using a raster editor and a pencil tool there is what the original image is about.
How to do that in inkscape? It's a bit unclear, wethere you want to preserve the aliased look of the original or not.
If not, the example above is a good start. Needs manual tweaking, adding in details, simplifying etc.

I would trace bitmap with only a few colors to get vectors, then tweak.

I posted a pic on the Artboard, I appreciate all the help. Pretty happy with it. Will keep tinkering.
