I added that library to the specified folder. It's shown at the end of the list when I open the Symbols dialogue, shown here. But when it's clicked or d-clicked no symbols are displayed. No change after several restarts.

edit: Just opened the video and in fact,I had already seen that earlier today before posting. It told me how to use symbols but unless I’ve missed something crucial, it did not shed any light on answering my question.
The file you downloaded is not an Inkscape symbol file. It is simply a svg file with electronic "symbols". To make it an Inkscape symbol file, you have to convert all those electronic "symbols" to Inkscape symbols.
Object>Symbols then select each electronic "symbol". Click the + icon in the symbols dialog to add. Once you coverted all the electronic symbols to Inkscape symbols, you can save that file in the same directory as described in the video. Lots of work!
I searched the web for that creator and all the files I found with that creator are very similar to that file but still not an Inkscape symbol file.

If you are refering to the attached file, it is not a symbol file. It can be made into a symbol file.

I am guessing at one time it was a symbol file but it was edited and the symbols removed.
