When I'm saving an svg to an optimized svg, I get this error:

I don't use Manjaro but you should report this to the Inkscape Manjaro Maintainer. It seems there is some dependency that is not working as it should do.
I'm using Inkscape 0.92.4 5da689c313, 2019-01-14.

Does it happen with every file or a particular file you want to optimise?
What settings for optimisation are you using?
Is the error in a pop-up window?
Can you try to use scour directly (use
pip install --upgrade scour
to install, then run as explained inscour --help

I use Manjaro and have no problem saving as optimised SVG. It's hard to tell where the problem lies without more information.
