I had this problem, and it was strange cause I hardly ever bump into problems with Inkscape :)
I created a triangle and added 3 text layers... pretty basic.
I saw the text, "1.", "2.", "3." in the exported SVG both in an image viewer and using Firefox to open it.
But the text was invisible when I imported it into Libreoffice WRITER.
I also tried exporting it via "save as optimized".... No success.

solution #1:
I had to check the text object in terms of fill and stroke.
When I had set fill: black, stroke: none, it worked.
It also worked when I had set stroke: black (or any color) and fill: none.
(the above line was a wrong statement, that's why I edited it)
Also: when you can't import an exported SVG successfully into Writer, it is an indicator of a problem (conceptual inconsistency on your / my part, so to speak).
(I had to share this cause I didn't find a solution but it was clear that others also had this problem, even if just once, at the early stage of their learning, like I did :))

EDIT:
solution #2:
The OTHER solution is, thanks to Polygon, to copy-paste if from Inkscape to LO-Writer (just make sure that all visible layers are selected).
* * * thank you for developing Inkscape, the wonderful vector graphic tool * * *

Not in front of Inkscape right now to test - but have you tried to copy&paste from Inkscape into LO-Writer already?
Hi,
no, I haven't...
But now I tried it and it works!!
Whereas, when I have stroke only, it doesn't...
So, yours is a secure, reliable solution!!
That´s might be a font has always just a fill attribute but no stroke. Just guessing here,
